Between 12 July and 14 August 2006, large-scale hostilities broke out in southern Lebanon. In addition to the deaths, injuries and displacement, on the Lebanese side, the conflict resulted in large-scale destruction of infrastructure and disruption of essential services. In the wake of the United Nations Resolution 1701, cessation of hostilities came into effect on 14 August 2006, allowing for the return home of a large majority of displaced persons and the initiation of preliminary damage and needs assessments in the affected communities across Lebanon.

The Ministry of Agriculture (MoA) of Lebanon officially requested the assistance of FAO on 22 August 2006 to conduct a damage assessment in the agriculture and fisheries sectors. FAO immediately responded to the Lebanese government request and commenced with a comprehensive Damage and Early Recovery Needs Assessment which lasted for one month and was published in October 2006. The direct and indirect damages to the agricultural sectors were estimate at US$ 280 million.

The Assessment mission with the MoA recommended six programmes for the Early Recovery of the agriculture sector with total funding requirements of US$ 16 million. Around US$ 6 million were mobilized allowing the commencement of phase I projects of the Horticulture, Livestock and Forestry programme:

The successful 701 and 702 projects were completed by September 2008 with tremendous appreciation from all stakeholders and particularly the beneficiaries - farmers and livestock keepers. However, the 703 Forest Fire Management project is still ongoing.
